The NYSC functions as a statutory body under the Minister of Youth Affairs and Employment, which was created 1979. The Director General is the Chief Executive Officer and also the Chairmen of the Council. The Council consists of members nominated by the Minister of Youth affairs and Employment from those who are actively involved in youth affairs, is responsible for policy matters. Directors, Deputy Director and Assistant director deal with the implementation of various development programme and projects of the council. The Activities are decentralized at the provincial level and the branch officers are established in nine Provinces of the Island. Each Provincial office headed by an Assistant director under whom the District Youth Services Officers co-ordinate the activities at the district level. The Youth Services Offices and Assistant Youth Services Officers undertake the implementation of the projects and organization of various pragrammes at the grassroots level under the guidance of their superior officers The National Youth Centre. He National youth center which is considered as the largest center for youth in Asia, was located in heart of the Maharagama- Colombo district. The centre consists of training building , multipurpose hall which can be used as a treated/auditorium or an indoor stadium. Television studio, exhibition hall library and hostel which provide residential facilities for 170 people.. in the training section , the provision has been made for various types of short-term and long term vocational training programmes. For youth who had been selected from all parts of country. The Nationla Youth Centre has already earned reputations a gathering center for youth in Sri Lanka and also as a central point at which youth can spire for opportunities which enable them to enhance and develop their talents and skills in various fields.

Objectives-
01. Creation of patriot, and disciplined good citizens with human affection.
02. To aggregate youth groups within a single organization irrespective of their ethnic, religious, caste and political differences and build unity, friendship and cooperation among them.
03. To connect government field officers with the youth organizations at a foundation level and provide governmental services to villages.
04. To provide opportunity for young people to utilize their leisure time in a good and effective manner and exhibit their talents and capabilities.
05. To create an understand among the young people about the economical, social requirements that needed for the development of the country and encourage them to think about such matters .
06. To direct and provide opportunity for the young people to engage with the development of arts, entertainment, sports and talents and preserving activities.
07. To obtain the youth contribution for the national development and enhance their interest on voluntary service.
08. To adjust young people to a democratic way of life.
09. To provide personality and leadership development opportunities for young people.
10. To provide Training for youth on community development and youth affairs.
11. To provide counseling and guidance services for young people.
12. To prepare young people for social leadership.
Movement of Youth Clubs :
Is a network established to develop knowledge, attitudes and skills of Sri Lankan Youth, spread in every nook and corner of the country by providing various programmes organized by the National Youth Services Council.
